This card has "Irritating" written all over it! This is vaguely close to another irritating card back from the Eiyuu Senki 1.00 Booster Box!

The old Tutankhamen Partner has a non-Partner-only effect which reduces all the Attacks of Extras (On both Players' Areas) by 5, and has a Partner effect which reduces an Attack of an Attacking Opponent by 2 by sending 1 card from your Hand to your Waiting Room (Once per Turn during Battle Phase).
Now let us get back to Cleopatra: We have not send the Set card [Tutankhamen's Coffin] yet, so I can't really say much on the Continuous Effect there.
However, I can say that the Partner Effect is way annoying! The effect activates on both Players' turns, and it applies onto to your Opponent's Friends, so your Area is safe!
Much, much better than the old Tutankhamen, but you can play the old Tutankhamen along with Cleopatra for annoying your Opponent even more! (Of course, your Extras get affected as well)

Well! What am I to say? This has a Healing entry cost, along with a passive pump of +2 / +2 to the Character holding onto Tutankhamen's Coffin (And we have yet to see that Set card!). This card is irritating as well as the Opponent receives 2 Damage when a Character (Equipped with Tutankhamen's Coffin) attacks.
Since it is not limited to once per turn, imagine how painful that can be if 3 of your Characters are holding onto the set! If you're going to play a Tutankhamen + Cleopatra deck, you'll probably be playing a Set-based deck, so you may have to prepare some Set-retrieving cards!
Not to mention, the ability to gain 1 Hand size by dropping 1 card once per turn, is a really good effect as it is immune to effects which disables Automatic Effects.
