Trivia: Il Milione is Italian for "The Million", which is a famous travelogue recording the stories told by Marco Polo, about his travels around Asia, Persia, China and Indonesia. In English, this book is commonly known as "The Travels of Marco Polo".
The first Partner effect is pretty much what it is. Having Kublai Khan on your Area gives her (And Kublai Khan) the [Penetrate] skill. Playing 3~4 copies of Kublai Khan, as well as a few cards with the ability to retrieve Characters from your Waiting Room, would be strongly suggested.
I'm aware the next Card of the Day today, is a new Kublai Khan card, but let us take a look at the old one first (From Eiyuu Senki 1.00 Booster Box). After all, Marco Polo core effect revolves her

The old Kublai Khan card simply deals 3 Damage to 1 Opponent's Character when she enters the Area, unless it is an Extra. If it is an Extra, deal 7 Damage to it instead. Cost-free, and possibly a card you'd constantly play over and over again for burn damage, this card helps Marco Polo gain an easy [Penetrate] and +4 / +4 boost.
The only problem here is, Kublai Khan is a 1 / 1 Character. Giving this Kublai Khan [Penetrate] is like giving a Level 99 Sword to a player with a Level 1 Mastery in Sword-handling. Just an analogy.

Flip 1 of your Characters from Faced-up <Stand> position to Faced-down <Reverse> position.
[Trespass Cost]
Send your [Kublai Khan] Friend to your Waiting Room, and flip your [Marco Polo] from Faced-down position to Faced-up position.
[Automatic Effect]
When your Partner is [Marco Polo], should this Character be sent from your Deck to your Waiting Room due to Damage, you may send 1 card from your Hand to your Waiting Room and return 1 Faced-down Friend to your Hand. If you do so, this Character enters your Area without paying the Entry Cost. This effect activates in the Waiting Room.
[Automatic Effect]
When this Character is selected as an Attacking Character, this Character gains +2 Attack until the end of the Turn. If you have [Marco Polo] on your Area, this Character gains +4 Attack instead.

This is actually a pretty good card to go with the new Marco Polo. There is much flexibility as to how this Character can end up on your Area.
Aside from the basic Entry Cost, you can replace a current Kublai Khan card on your Area, and heal Marco Polo as well. (You can also replace the Kublai Khan even if she's Faced-down or Reversed).
There's some neat combinations you can pull off, like bringing the old Kublai Khan onto your Area, and burn an Opponent Character for 3 Damage (Or 7 if it's an Extra), then use South America's Alliance (From Eiyuu Senki 1.00 Booster Box):

Using Kublai Khan as cost (Setting a Character from Faced-up <Stand> position to Faced-down <Reversed> position), you can retrieve a Character card (Example: The new Kublai Khan if you still do not have it in your hand).
Then Trespass the Faced-down <Reversed> Kublai Khan with the new Kublai Khan, and heal that Marco Polo!
Of course, the only condition is that Marco Polo has to be already Faced-down for the new Kublai Khan's Trespass effect to work! Keep that in mind!
Let us not forget that the new Kublai Khan can easily enter your Area if she entered the Waiting Room from the Deck as part of a Damage. Likewise, there's conditions to meet: You need a Faced-down Friend, and at least 1 card in your Hand.
Gaining [Penetrate] from Marco Polo's Partner effect works better on the new Kublai Khan too! Gaining +4 Attack because Marco Polo's on your Area means a 12 Attack [Penetrate] right in your Opponent's face!
